Development Division

 

The Development Division of the Department of Cinnamon Development serves as the operational arm of the Department, working directly with all stakeholders across the cinnamon value chain. Currently our division is led by two Deputy Directors who oversee development activities at district level, supported by a dedicated team of Development Officers deployed in the field. Through close coordination with growers, processors, exporters, entrepreneurs, and other relevant institutions, we ensure the effective implementation of national cinnamon development initiatives.

Our services extend across the wet, intermediate, and dry zones of Sri Lanka, covering 17 districts in the Southern, Western, Central, Uva, Sabaragamuwa, North Central, and North Western Provinces, as well as selected areas of the Northern and Eastern Provinces where there is potential for cinnamon cultivation. To strengthen regional coordination, a Zonal Office is currently operating in Gampaha.

The Development Division focuses on the holistic advancement of the cinnamon sector, including:

  • Cultivation Expansion – Promoting new cinnamon cultivation in suitable areas to increase national extent and production.
  • Productivity Improvement – Enhancing yield and quality in existing cinnamon lands through technical guidance and best agronomic practices.
  • Post-Harvest and Processing Development – Improving primary and secondary processing techniques, value addition, and quality assurance.
  • Market Development and Promotion – Supporting market promotion, new market penetration, and international brand-building activities for Ceylon Cinnamon.
  • Quality and Certification Facilitation – Assisting stakeholders in obtaining GAP certification, facilitating Geographical Indication (GI) certification, and supporting processing facilities to achieve GMP, ISO, HACCP, BRC, Organic, and other relevant quality standards.
  • Capacity Building – Conducting training programs, workshops, and awareness programs to strengthen technical knowledge and entrepreneurial skills across the sector.

By maintaining a strong field presence and working hand-in-hand with stakeholders, the Development Division plays a vital role in strengthening the competitiveness, sustainability, and global recognition of Ceylon Cinnamon.

The head office of the Department of Cinnamon Development was established in Karandeniya, Galle district. Among the department’s first major projects is the Cinnamon Gate project in Pinnaduwa, Galle.
